Step-by-Step Instructions
  1. Preheat your oven to 400°F (200°C) and prepare ingredients.
  2. In a bowl, combine shredded zucchini with salt and let it rest for 10 minutes.
  3. Squeeze excess moisture from the zucchini using a kitchen towel.
  4. Mix drained zucchini with eggs, Parmesan cheese, and half of the mozzarella.
  5. Press zucchini mixture evenly into a greased 9x13-inch baking dish.
  6. Bake zucchini crust in preheated oven for about 20 minutes until golden.
  7. Brown ground beef with chopped onion in a skillet over medium heat for 7-10 minutes.
  8. Stir in pizza sauce, green bell pepper, mushrooms, oregano, garlic powder, and black pepper; cook for 5 minutes.
  9. Spread beef mixture evenly over baked zucchini crust.
  10. Sprinkle remaining mozzarella and cheddar cheese on top.
  11. Return casserole to oven and bake for another 20 minutes until cheese is bubbly.
  12. Allow casserole to cool for a few minutes before slicing and serving.
